Direct Hire - Senior Buyer

Although this position resides in the US and it reports directly to the Manager of Purchasing in Rochester, the position has key commodity responsibility on a global basis. The Senior Buyer will focus the negotiation and establishment of key contracts primarily, but not solely, on capital and higher risk sources of supply for materials wherever needed in the company. Both domestic and international travel is required.

Responsible for setting sourcing strategies, negotiating purchasing terms and conditions and then the procurement of all assigned items. Purchasing considerations include but are not limited to the following: economical purchase quantities, compositions, quality, quantity and combination, while considering the total cost of usage/acquisition, including internal resources. A complex network of among the various company sites and inter-departmental contacts is required. In depth knowledge of suppliers and commercial law is necessary. Coordinate all supplier contacts and act as team leader on supplier-related projects. Communicate promptly any material problems and lead in finding solutions. Assist in the development of accurate production materials standard costs. Understand and maintain the purchasing system to provide accurate information to all sites and departments. I. Corporate Procurement & Sourcing A. Ensure timely support and achievable procurement & sourcing plans and objective for the company to ensure the success of the Global strategy. B. Evaluate the current supply base for major commodities and develop new or existing suppliers (alternate sources) to support future requirements; manage ongoing supplier relationships; ensure timely procurement of items assigned (i.e. raw materials, packaging components, contract-manufactured items, and non-inventory purchases and services in support of the global business; maintain contacts with key suppliers. Assist in the development and maintenance of related policies and procedures. Focus is on capital, maintenance, R&D and products in Development. C. Coordinates and assists other Global Purchasing counterparts in management of the total spend base. D. Negotiate and administer strategic partnership agreements (purchasing and supply agreements) with Key Suppliers as assigned. E. Negotiate price and supply terms for selected major commodities; issue purchase orders, and follow-up to ensure timely deliveries. F. Assist in the resolution of supply problems and supervise the follow-up and expediting of supplier deliveries. G. Develop and monitor timetables to ensure the availability of materials to support new product launch programs. II. Establish Efficient & Effective Processes that: A. Investigates and attains approval to implement procurement systems improvements; serves as Team Lead for various project initiatives, managing both technical and non-technical team members. B. Provide business expertise to the Purchasing department and senior management. C. Provide support and expertise in negotiations and resolution of issues with key suppliers in support of the overall Strategic Plan and annual production planning requirements. D. Completion of assigned projects on time and within budget. E. Implement both short and long term corrective actions and process improvements with suppliers to ensure continued product supply and compliance with applicable agreements and regulations. F. Participates as needed in the Supplier Review Board, assists in the maintenance of supply reliability through the implementation of supplier-related policies and procedures, approval and maintenance of the Approved Supplier List, and facilitator of continuous improvement of the supplier management process. III. Operating & Financial Performance A. Develops and implements accurate standard costs and implements cost savings opportunities. B. Negotiates settlements with suppliers for issues that could result in financial losses/legal expenses to company. C. Primarily responsible to assure that the company does not pay more than, and whenever possible, pay less than the competition for like purchases. IV. Compliance A. Assists in meeting the objectives as set forth within the Small Business Program. B. Ensures self-understanding of HS&E and cGMP procedures and culture; Ensure DEA regulations and procedures, as they relate to the procurement process for narcotics are understood, followed and reported accurately.

QUALIFICATIONS / REQUIREMENTS A Bachelor’s degree with purchasing-related content (i.e. Chemistry, Packaging Science, Business Administration, Industrial Management, Industrial Engineering, etc.) At least 7 years purchasing related experience required. Prior pharmaceutical experience desirable. Certification by NAPM of APICS and/or an MBA or MS degree is desired. Required Skills: • High degree of interpersonal skills is a primary requirement. • Must be able to logically convince and persuade others in order to accomplish the job objectives and negotiate effectively. • Project management and team skills required. • Must be able to provide the company with well-rounded industry knowledge in the commodity groupings assigned to his/her buying assignments. • Must have good oral and written communication skills as well as presentation skills. • Specialized skills required are (but not limited to) knowledge of business law, economics, negotiations, finance, materials requirements planning, computer operations, inventory control techniques, value analysis, forecasting, cost/price analysis, all internal systems impacting purchasing, construction and use of standard costs, production processes (internal and at suppliers), accounting, markets impacting items/products purchased, and short and long range planning. • Intercultural skills and experience is a plus.
