This position is responsible for the administration of U.S. procurement activities relating to the purchase of raw materials, product, supplies and services required to support business needs and meet U.S. production requirements. This position is accountable for the administration (which includes the development, maintenance, and management) of corporate purchasing/supply agreements relating to strategic supply relationships with key suppliers. Within this role there is accountability for the development and management of strategic business procurement programs and business policies/procedures to assure compliance with cGMP’s, regulatory and government requirements, and good financial/accounting principles. Additionally, this position acts as the Small Business Liaison Officer for the company , Rochester, accountable to the U.S. Small Business Administration for the annual submission of the Small Business Plan and the reporting of performance against the agreed to plan. Finally, this position is responsible to plan and direct the work activities of Buyers including the management of activities to ensure that requisitioned materials are sourced with suppliers that meet company performance standards at a competitive price. I. Corporate Procurement & Sourcing A. Ensure timely support and achievable Procurement plans and objective for UCB Pharma to ensure the success of company strategy. B. Evaluate the current supply base for major commodities and develop new or existing suppliers to support future requirements; manage ongoing supplier relationships; ensure timely procurement of raw materials, packaging components, contract-manufactured items, and non-inventory purchases for the companies US business; maintain daily contacts with top management of suppliers. The purpose of these contacts is to maintain an uninterrupted flow of products of acceptable quality at competitive costs. C. Develop and maintain related policies and procedures. D. Negotiate and administer strategic partnership agreements (purchasing and supply agreements) with Key Suppliers. E. Develop and administer strategies to achieve performance objectives relating to quality, cost, and materials availability. F. Assist in the resolution of supply problems and supervise the follow-up and expediting of supplier deliveries. G. Develop and monitor timetables to ensure the availability of materials to support new product launch programs.

II. Establish Efficient & Effective Processes A. Provide support and expertise in negotiations and resolution of issues with key suppliers in support of the overall Strategic Plan and annual production planning requirements. B. Maintain ongoing training of staff in company systems and procedures; Plan and promote staff participation in company training programs and professional development activities, both within and outside company. C. Implement both short and long term corrective actions and process improvements with suppliers to ensure continued product supply and compliance with applicable agreements and regulations. D. Chairs Supplier Review Board, responsible for maintenance of supply reliability through the implementation of supplier-related policies and procedures, approval and maintenance of the Approved Supplier List, and facilitator of continuous improvement of the supplier management process.

III. Operating & Financial Performance A. Develops accurate standard costs and implements cost savings opportunities. B. Negotiates settlements with suppliers for issues that could result in financial losses/legal expenses. C. Maintains departmental operating budgets in accordance with annual Finance department guidelines. D. Primarily responsible to assure that the company does not pay more than, and whenever possible, pay less than the competition for like purchases.

IV. Compliance A. Manage the Small Business Program having corporate responsibility and serving as the companies Small Business Liaison Officer B. Maintain HS&E Health, Safety, and Environmental) and cGMP awareness and culture; Ensure DEA regulations are understood, followed and reported accurately.

QUALIFICATIONS / REQUIREMENTS Bachelors degree in business or technical field, MBA (preferred).

Ten years procurement and management experience in a regulated industry. Experience with computer systems, MRP/DRP modules a plus, ERP experience required with SAP preferred. Experienced in training personnel and ten (10) years management/supervisory experience.

Required Skills: Must possess good management and coaching skills, and be a team player. Must be able interact with other management personnel from other functions. Working knowledge of Business Law and the Uniform Commercial Code (UCC), procurement procedures and U.S. Small Business Administration compliance required. Substantial knowledge of all Purchasing services, negotiations, customer focus, influencing & persuasion, ability to interpret business conditions, conflict resolution, and managing change. Also, knowledge/understanding of the following is required: Supply Chain Management, Business Development, Market/Business analysis, Supplier Relations/International Suppliers, Organizational, Technical Knowledge (Product/material), Total Cost Analysis, and Supplier Development.
